  COMPACT IMPLEMENTATION

MCA Namibia Board

The MCA Namibia Board held its first ordinary meeting on 6 October 2008.  The Board is composed of the following 14 voting members:
- 6 Government board members as specified by the NPC Act, namely : (i) the Director General of the National Planning Commission; (ii) the Minister of Agriculture, Water and Forestry; (iii) the Minister of Finance; (iv) the Minister of Trade and Industry; (v) the Minister of Works and Transport; and (vi) the Minister of Regional and Local Government, Housing and Rural Development;
- 2 Government board members, namely, (i) the Director of Tourism of the Ministry of Environment and Tourism; and (ii) the ETSIP Program Manager of the Ministry of Education; and
- 6 members from the private sector and/or civil society.


Non-voting members of the Board are the CEO of MCA Namibia and the MCC Resident Country Director.

MCA Namibia Management Unit

Preparations for the opening of the offices of the MCA Namibia Management Unit, a Programme Implementation Unit in the National Planning Commmission, responsible for the implementation of the MCA Namibia Compact, are in full swing.  MCA Namibia will move to its new premises in November 2008 and staff recruitment is in progress.

The MCA Namibia Management Unit is headed by Ms. Penny Akwenye, Chief Executive Officer.  Key staff of the unit will include:

- Director: Procurement
- Director: Finance and Administration
- Legal Advisor
- Director: Education
- Director: Tourism
- Director: Agriculture
- Director: Environmental and Social Assessment
- Director: Monitoring and Evaluation
  COMPACT DEVELOPMENT

For the run-up to the Compact, temporary structures were established by the Government of Namibia to optimally prepare, coordinate and involve public and private sector and non-governmental stakeholders in the complex process of program formulation and Due Diligence. 

At the end of January 2006, the Namibian Cabinet approved the government structure responsible for the preparation of the MCA Namibia Program Proposal, as per Cabinet Decision No. 2nd/31.01.06/007. A three-tier structure was established made up of a Cabinet Ministerial Committee on MCA Namibia, a Cabinet Steering Committee on MCA Namibia (Permanent Secretaries of relevant Ministries/Offices/Agencies), and the MCA Namibia Core Team.

Ministerial and Steering Committees

The Ministerial Committee under the chairmanship of the Director-General of the National Planning Commission (NPC) is made up of the Honourable Ministers of Presidential Affairs, Regional, Local Government and Housing and Rural Development, Agriculture, Water and Forestry, Foreign Affairs, Works Transport and Communication, Environment and Tourism, Trade and Industry, Fisheries and Marine Resources, Finance, Lands and Resettlement, Mines and Energy, Health and Social Services, Education and Youth National Service Sports and Culture. This Ministerial Committee is supported by a Steering Committee made up of Permanent Secretaries from the same institutions.

Government Negotiating Team

The Government Negotiation Team for MCA Namibia, led by the Secretary to Cabinet, Mr. Frans Kapofi, was tasked with the negotiations with MCC on the MCA Namibia Compact and two Supplementary Agreements, namely, the Program Implementation Agreement (PIA) and the Tax Agreement.  The MCA Namibia Compact was tabled for ratification in Parliament on 9 October 2008 while the PIA and the Tax Agreement are being finalized.
