MCA Namibia Implementation Unit
MCA Namibia as an implementing unit within the National Planning Commission has completed the recruitment process of 30 staff so far by November 2009 .
This includes all Senior Management positions except for the Director of Monitoring & Evaluation.  The Deputy CEO: Operations Mr. Sikongo Haihambo joined us on the  16 November 2009 .
First Compact Disbursement Request
The first Compact Disbursement Request was submitted timely to MCC on 15 October 2009 , a month after Entry into Force.  This Disbursement Request was subjected to a considerable number of Conditions Precedent which were all met to MCC’s satisfaction.  MCA-N can now start drawing funds to implement the various project activities as outlined in the Compact.
Conditions Precedent for Programme Implementation

MCA-N has succefully completed the following Conditions Precedent (CPs).  The completion of the CPs means that Millennium Challenge Corperation MCC is satisfied with all actions required to Programme Funding.  

Condition of Precedent: Livestock Support Activity,Submission of
Baseline Report on Human Trafficking has been completed with the Ministry of Agriculture, Water and Forestry.

Condition of Precedent: Land Access Management activity,
Annual Certificate of MLR Resources has been completed with the Ministry of Lands and Resettlement.

MCA-N Compact Enters Into Force
Millennium Challenge Account Namibia Compact officially Entered into Force on the 16 September 2009.
Prime Minister Nahas Angula, officially launched the programme and unveiled a plaque commemorating the launch of the MCA Namibia Compact on behalf of President Hifikepunye Pohamba.
MCA Namibia Public Outreach

MCA-N Signs an agreement with Omugongo Joint Venture Consortium for the design and contract supervision to renovate and upgrade 47 schools.
On the 04 September 2009 MCA Namibia signed an agreement with the Omugongo Joint Venture, a consortium of Namibian Consulting Engineers, Architects, Quantity Surveyors and Environmental Consultants that won the bid to do the design and contract supervision to upgrade 47 schools in nine Regions.

The activities involves the renovation and expansion of the schools infrastructure, including new classrooms, laboratories, computer centres, ablution blocks, water and electricity services, teachers housing and equipment.
This is MCA Namibia’s largest single project and the contract for the Consultant Services alone will be to the value of N$55-million.
MCA Namibia Board and MCC approves MCA Namibia Work Plans
Preliminary Work Plans were drawn up for each of the Projects in Education, Tourism and Agriculture in April 2009. These Work Plans were formalized in September 2009, given no objection by MCC and approval by the MCA-NB.   The Plans will serve as a guiding document for the activities to be carried out during the 5-year implementation period and will be updated twice a year.
MCC-led Due Diligence and MCA Namibia Program Refinement
The MCC-led Due Diligence (or program appraisal) commenced in February 2007.  Since, MCA Namibia has hosted numerous missions by MCC staff and consultants commissioned by MCC.  Much ground has been covered in assessing the program components – education, livestock production & marketing, tourism, indigenous natural products and rural access roads – from a technical point of view but also in terms of anticipated socio-economic and environmental impacts.  Click here for more details.
The MCC Investment Committee considers the MCC Opportunity Memorandum and approves the Due Diligence Budget for Namibia
On 7 December 2006 MCC’s Investment Committee approved an Opportunity Memorandum submitted by the MCC transaction team, authorizing Due Diligence on a reduced form of Namibia’s proposal.
MCA Namibia undertakes tour of all 13 Regions to brief local stakeholders on the MCA Namibia Program Proposal
The MCA Namibia National Coordinator together with MCA core team members travelled to all 13 regions of Namibia during November-December 2006 to debrief local stakeholders on the MCA Namibia Proposal that was submitted to the MCC at the end of September 2006.  Stakeholders included GRN, offices and agencies at central and regional levels, local authority councillors and stakeholders, regional coordination committees, regional AIDS committees, regional emergency unit, Land Boards, farmers associations, and conservancy groups, women associations, church groups, youth groups, vulnerable members of society, non governmental organisations (NGOs), community based organisations (CBOs) and (organized) private sector. MCA Namibia submits to MCC the MCA Namibia Program Proposal
On 29 September 2006 the MCA Namibia Team submitted to MCC its MCA Namibia Proposal, just in time for consideration for Due Diligence during 2007.  The total proposed investment amount is USD515.4 over 5 years.  The proposal was well received and rated by MCC as one of the best proposals received to date. MCA Namibia Office opens for business
On 23 August 2006, the Director-General of the National Planning Commission, Hon. Helmut K. Angula, officially opened the MCA offices in the Reinscher Hof on the corner of Bahnhoff and Mandume Ndemufayo Streets in Windhoek. Click here for full contact details. Namibia establishes formal structures to guide MCA Namibia Program formulation and mobilizes MCA Namibia Core Team and experts

The Namibian Cabinet approved the government structure responsible for the preparation of the MCA Namibia Program Proposal at the end of January 2006, as per Cabinet Decision No. 2nd/31.01.06/007.  A three-tier structure was established made up of a Cabinet Ministerial Committee on MCA Namibia, a Cabinet Steering Committee on MCA Namibia (Permanent Secretaries of relevant Ministries/Offices/Agencies), and the MCA Namibia Core Team.

The MCA Namibia core team was functionally established by 12 April 2006 comprising of officials seconded by the ministries of agriculture, water and forestry; gender, equality and child welfare; lands and resettlement; regional and local government, housing and rural development; and works, transport and communication.  The Ministry of Environment and Tourism (MET) in 14 August 2006 made an official available to function as the interface between the MCA Namibia and MET.  This official also attends MCA Core Team meetings.
 
The MCA Namibia National Coordinator was appointed on 11 April 2006.  She is seconded by the Development Bank of Namibia where she holds the position of General Manager, Special Development Fund (SDF).

Namibia-based expert consultants are contracted for the economic analysis, livestock sector development, social and environmental assessments, the facilitation of the nation-wide consultations and the compilation of the MCA Namibia Program documentation.

Namibia becomes eligible for MCC funding

Namibia became eligible for MCC funding on 8 November 2005 as one of three lower to middle income countries. The other two countries in this group are El Salvador and Cape Verde. The preparation for a Compact was already at a more advanced stage when Namibia became eligible. On 4 July 2005 MCC signed a 5-year Compact with the Government of Cape Verde (with the Compact entering into force in October that year), followed by El Salvador on 29 November 2006 with a Compact of USD110 million with a further tranche of USD351 million anticipated.  It is MCC policy to only allocate 25% of the total MCC budget to lower to middle income countries.  It is for this reason that Namibia closely follows the eligibility, proposal development and Compact signing by other lower to middle countries.
